if they do that they are flirty. But “many” just do that to see that can get from you free attention, favours, sell you something, free rides, whatever. If she is very attracted she will develop the conversation and will take first step even 2 to make sure you will meet again.

In the meanwhile, it’s mere curiosity. When she interacts with you, interact with her back, matching her energy. I don’t think so. Not to sound negative but most women I like don’t bother looking my way. If they do it is because they want to avoid me sadly. A woman has to make it obvious before it registers to me as genuine attraction and interest.
